UNDP is the UN's global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 166 countries, working with them on their own solutions to global and national development challenges. World leaders have pledged to achieve the Millennium Development Goals, including the overarching goal of cutting poverty in half by 2015. UNDP has been in Russia since 1993, when a corresponding Agreement was signed with the Government of the Russian Federation. The UNDP Country Office was established in Moscow in August 1997 with Regional Centres currently maintained in St. Petersburg and Petropavlovsk-Kamchatsky. UNDP implements its programmes both at the Federal level and in a number of regions of the Russian Federation, offering customized solutions to development challenges at all levels.

The Country Programme for 2004-2007 outlines UNDP's approach for translating strategy into action and impact. UNDP programmatic investment in Russia is aligned with the Country Office comparative advantages, the United Nations Country Team Strategy Document, and national commitments made within the framework of the Millennium Declaration.

To most effectively promote human development, the Country Programme prioritizes the facilitation of national goals and aspirations with the appropriate mix of policy advice, development services, and financial and human resources. To achieve this, the 2004-2007 Country Programme centres on five Development Practice Areas.
